Defining Local Governance

Local governance is defined here as the role of formal institutions of local government and its hierarchies in mobilising strategies, resources and networks to deliver services and sustainable development. Local governance must, among other things, deliver processes and systems for engagement between local government and its constituent communities and groupings. Civic participation is measured under the indicator set ‘Community’, and the indicators under this theme focus on the institutional arrangements that enable effective local governance.
